This Study makes part of the Project “GENDER AND REMITTANCES: CONSTRUCTING A LOCAL GENDER SENSITIVE DEVELOPMENT” financed by UNDP, that contains 6 case studies : Dominican Republic-United States, Philippines-Italy, Albany-Greece, Senegal-France, Morocco-Spain, Lesotho-South Africa.
Objectives
The Project’s overall objective is to enhance gender-responsive local development by identifying and promoting options in the utilization of remittances for sustainable livelihoods and the building of social capital in poor rural and semi-urban communities. It will be implemented in six countries, which provide a global representation of UNDP’s Regional Bureaus: Albania, Dominican Republic, Lesotho, Morocco, Philippines and Senegal. The criteria for country selection include: the migratory tradition, the significance of remittances with respect to national GDP, the proportion of women migrants with respect to overall migration, the engagement of the national government and the Diaspora in working together to arrive at policies for the creation of an efficient remittances market, and UNDP’s as well as INSTRAW’s experience of working in the country.
The Project’s strategic aims and priorities are as follows:
To increase awareness and improve access by women-headed, remittance-recipient households to productive resources while augmenting their assets and strengthening their capacities;
To provide relevant information and support to local and national governments to identify and formulate policies that will optimize the utilization of remittances for sustainable livelihoods and building social capital;
To enhance the capacities of key stakeholders to integrate gender into policies, programmes, projects, and other initiatives linking remittances with sustainable livelihoods and building social capital.
Phases and Programme
A number of different components and activities have been defined for the Project, which will be carried out in two stages:
Phase 1 will involve the gathering of necessary data; capacity diagnostics and assessments at the community level; the creation of a policy dialogue among relevant stakeholders; and the mobilization of resources for the second phase. The following Programme Components of Phase 1 have been defined:
1.1 Research Component: Background study: The information collected through this component will help define clear interventions and allow the monitoring of progress achieved against measurable benchmarks. This component is thoroughly explained in this document.
1.2 Capacity diagnostics and assessments at both the human and institutional levels: In each of the Project countries, a dialogue will be organized among key stakeholders to ensure a coherent understanding of the needs and priorities of local communities. Together with the data and information collected through the desk reviews, household surveys, in-depth interviews and focal groups, these assessments will be used to formulate the demand-based and participatory interventions to be carried out in Phase 2 of the Project.
1.3 Creation of a policy dialogue: In each of the Project countries, relevant stakeholders -including local researchers, academic institutions and the private sector- will be engaged to begin a policy dialogue that will build upon the identified capacities in 1.2 and contribute towards creating gender-responsive sustainable livelihoods and entrepreneurial-strengthening interventions.
1.4 Mobilization of resources for pilot activities: Specific pilot projects that link demand-based capacities and identified catalytic policies with respect to migration, remittance flows, and co-development will be developed for implementation in each of the Project countries. These projects will also take into account the conclusions of the First Global Forum that evolved as an outcome of the United Nations High-Level Dialogue held in September 2006. Resources will be mobilized from the bilateral community, national governments as well as the private sector for the implementation of these pilot programmes.
Phase 2 will involve the development and implementation of pilot projects in each of the Project countries, which link demand-based capacities and identified catalytic policies in regard to migration, remittance flows, and co-development.
