In December 2003, Eminent Ambassador Carmen Moreno (Mexico) was appointed by the Secretary - General of the United Nations, Kofi Annan, as Director of the United Nations International Research and Training Institute for the Advancement of Women (UN-INSTRAW).

In December 2003, Eminent Ambassador Carmen Moreno (Mexico) was appointed by the Secretary-General of the United Nations, Kofi Annan, as Director of the United Nations International Research and Training Institute for the Advancement of Women (UN-INSTRAW).
Ms. Moreno has served as the Mexican ambassador to Costa Rica and Guatemala, as well as the Permanent Representative of Mexico to the Organization of American States, where she served as President of the Permanent Council, President of the Commission on Hemispheric Security, and Chairperson of the Working Group for the preparation of the Inter-American Convention against the illicit manufacturing of and trafficking in firearms, ammunitions, explosives and other related materials. In 1994, Ms. Moreno was awarded the rank of Eminent Ambassador.
Ms. Moreno has also served as Coordinator of the Programme on Conflict Resolution and Negotiation at the National Autonomous University of Mexico (UNAM) and as a member of the Group of 10 Advisors to the Secretary-General of the United Nations for the reform of the Organization.
As Representative of Mexico to the Second Committee of the United Nations General Assembly (1980-1989), Ms. Moreno served as coordinator of the Group of 77 and as spokesperson for the Group for Debt and Development. She was a member of the Mexican Delegation to the first United Nations Conference on Women and a delegate to ECOSOC for the establishment of the UN Decade for Women, Equality, Development and Peace and to the UN Conference on Women at Copenhagen (1985).
