With the aim of offering capacity-building that responds to the needs of local women politicians, UN-INSTRAW and the Regional Association (PROCASUR) will carry out two “Routes to Learning” exercises in Central America (August 2008) and the Andean Region (September 2008).

Over ten days, participants will visit different municipalities of Costa Rica, El Salvador, Bolivia and Ecuador in order to analyze and exchange experiences of women’s participation in local governments.

  Women in local government will participate as both learners and trainers and will also be responsible for generating knowledge. The overall aim of the programme is to fortify their political role, to improve conflict management and to promote the establishment of agreements.

The programme will focus on three central themes: the fight to eliminate political violence against women, the development of local budgets from a gender perspective, and the contributions of women to local government.

The “Routes to Learning” methodology has become one of the most effective and relevant forms of training for local government representatives because it is based on the real and personal experiences that women have acquired as a result of their participation in local governments.

This method was developed in order to respond to the needs that were identified by many of the women interviewed during the UN-INSTRAW/AECID "Needs assessment: Training for Strengthening of the Political Participation of Women in Local Government."
