Social exclusion and gender inequality deny certain groups rights and opportunities afforded to others. This report, commissioned by DFID, provides analysis of the use of aid instruments in supporting progress on social exclusion and gender. In terms of tackling social exclusion, DFID has often been a leader. Ensuring dedicated financial resources and access to flexible sources of money has been crucial to this success. However, there is a risk that as DFID moves towards greater harmonisation of their aid (when donors make their funding more consistent with each other), other donors may not prioritise social exclusion and gender equality. For example, the shift towards providing general poverty reduction budget support (PRBS) provides opportunities to negotiate clear and costed targets for gender and social exclusion outcomes. However, the lack of visibility and the resistance to gender equity goals has been noted in the move from projects to sector wide budgetary support. Donors thus need to focus within PRBS on those policies that are particularly important for addressing exclusion and gender issues. The report does not only focus on PRBS, however. Instead it underlines the importance of working with the range of aid instruments, and highlights how certain aid instruments can complement each other to ensure stronger outcomes. DFID thus needs to maintain or develop the flexibility to use a mix of aid instruments in complementary ways in order to maximise impact. Summary adapted from resource. |
