This handbook is targeted at policy-makers who are not experts in gender issues, but who are nonetheless charged with the day-to-day responsibility of gender mainstreaming. Part I provides practical guidelines for gender mainstreaming in any policy area or sector. The gender mainstreaming process is divided into 10 stages - including how to formulate policy from a gender perspective, monitoring and evaluation, and engendering communication - and each stage is described with the help of various tools, checklists and exercises. Part II is divided into a series of “Gender Briefs” which are organised according to policy areas, such as: macroeconomics and trade; governance and participation; mass media; justice and human rights; defence, conflict and peace building. These Briefs present arguments for why policy-makers should adopt a gender mainstreaming approach in regard to the particular issue at hand. They also suggest indicators that could be used to measure progress towards policy goals and outline entry points for action. |
