The Canadian International Development Agency (CIDA) has supported the Interagency Coalition on AIDS and Development (ICAD) in developing guidelines that recognize issues around HIV/AIDS and gender when agricultural programmes are being developed. CIDA recognizes the importance of mainstreaming gender and HIV/AIDS aspects in its programming, including policy dialogue, capacity-building, and monitoring. This set of guidelines was developed specifically to facilitate the programming decisions of agriculture development officers within governments, bilateral donors, and non-governmental organizations working in affected countries in southern Africa. These guidelines offer a synopsis of existing information related to the links between HIV/AIDS, gender inequality, and agricultural development, and they provide a series of recommendations as to how these factors can be taken into account when developing, reviewing, and implementing agricultural programmes. They are intended to provide direction to agricultural programmers by identifying areas of intervention, but have been kept general in order to be adaptable by the end-user in various settings. |
